From Zero to 66%: How a California Labor Agency Moved Wage Claims Online in 3 Months

Filing a wage claim used to mean paperwork, waiting rooms, and confusion. For millions of California workers, that changed – because a state enforcement agency had the courage to modernize, and the right technology partner to make it happen fast.

The Challenge

A California division dedicated to improving working conditions for wage earners labor rights and economic justice faced a fundamental problem: the process for workers to file a wage claim was slow, manual, and prone to errors. Filing required workers to navigate a cumbersome paper-based process that led to delays, inaccuracies, and real hardship for people who had already been wronged by their employers.

The existing Salesforce environment had reached its limits, file storage constraints, data volume ceilings, and no online portal for the public, which meant that everything ran through internal staff. Every claim, every document, every notification was handled manually.

The agency needed a transformation, not an upgrade. Their goals were specific:

  • Build an online portal where workers could file wage claims directly
  • Automate the calculations of due amounts based on multiple wage violation inputs
  • Handle thousands of claims per year at scale
  • Send real-time SMS and email notifications to all parties
  • Resolve the Salesforce storage and data limit constraints permanently

How Propoint Built the Solution

Propoint Technology, Inc. (Propoint) designed and delivered a comprehensive solution built on Salesforce Community Cloud and Case Management enhancements- purpose-built for the complexity of labor law enforcement.

Online Wage Claim Portal

Propoint built a public-facing wage claim portal from scratch. Workers could now log in, file a new wage claim, upload supporting documents, and view a summary of their submitted claims — all online, all in real time. The portal was engineered to handle thousands of concurrent applications annually.

Case Issue Engine

One of the most technically complex elements of the project was the Case Issue Engine — a custom internal calculation system that automatically determines the due amount owed to a worker based on violation type, minimum wage inputs, hours, and other claim variables. What previously required manual calculation by staff now happens automatically, accurately, and instantly.

MuleSoft Integration & File Management

Propoint implemented end-to-end MuleSoft integration as the middleware layer, and established file synchronization between Salesforce and SharePoint to resolve the storage constraints that had been limiting the system. Document generation was handled through Nintex, with digital signature capabilities built in.

SMS & Email Notifications

Every party involved in a wage claim — the worker, the employer, the hearing officer — receives automatic SMS and email notifications at each stage of the process. This transparency was a deliberate design choice, ensuring that workers were never left wondering what happened to their claim.

The Result

The shift was remarkable in speed. Within three months of launch, 66% of all wage claims were being submitted through the online portal. Workers no longer needed to visit an office. Claims were being filed accurately, tracked transparently, and processed more quickly than ever before.

Result

A California labor enforcement agency serving millions of workers went from 0% online wage claim submissions to 66% in just three months post-launch, while simultaneously handling a projected 40,000 claims per year through the Salesforce portal

Why This Matters Beyond California

Wage claim management is a challenge facing labor departments across the country, in New York, Texas, Washington, Colorado, and every state where workers rely on enforcement agencies to protect their rights. The technology that made this possible, Salesforce Community Cloud, MuleSoft, automated case engines, real-time notifications, is not unique to California.

What is unique is the implementation expertise. Building a portal that workers actually use, that handles real legal complexity, that scales to tens of thousands of claims per year, that requires deep domain knowledge and technical precision. That’s what Propoint brings.
